The Professional and Amateur Sports Protection Act of 1992 (PASPA) limited sports betting to just four states – Nevada, Delaware, Oregon, and Montana. Though Delaware was included in the states permitted to allow sports betting, NV was the only state that could legally offer single-game wagering. State legislators had attempted to offer full-scale wagering in 2009, but their move was shut down by federal courts due to PASPA. Nine years later on May 14th, 2018, PASPA was ruled unconstitutional in a 6-3 vote and the federal ban was lifted.
Just days after the Supreme Court decision, Delaware officials announced that the preexisting laws were adequate enough to move forward with launching full-scale sports betting in Delaware. Without the need to enact new legislation, Delaware was able to expand sports betting in June 2018 - meaning that the state was the first to accept single-game wagers outside of Nevada. Local sports enthusiasts can now enjoy wagering on everything from NFL parlays to which team will win the World Series.

Summary: Amends Title 29 of the Delaware Code to reestablish the sports lottery. Allows for persons over the age of 21 to wager on all professional and collegiate sporting events, excluding those involving a Delaware college or university. Authorizes sports wagering to take place at the three racinos currently operating in the state.
Excerpt: "’Sports lottery’ shall mean a lottery in which the winners are determined based on the outcome of any professional or collegiate sporting event, including racing, held within or without the State, but excluding collegiate sporting events that involve a Delaware college or university and amateur sporting events that involve a Delaware team.”
